Finance and Taxes

The County of Stettler Finance Department provides support to ratepayers, councillors, and all internal departments within the County of Stettler.

What does the Finance Department do?

Billings

A few examples of the billings the Finance Department is responsible for are: Taxes, Utilities, Development fees, ASB rentals, product sales, and more.

Accounts Payable

All products and services that the County receives eventually reach Finance when the invoice arrives. Finance is responsible for ensuring that these invoices are correct, have the appropriate approval, and that the goods and services have been received. They also make sure that County funds are spent appropriately, responsibly, and according to budget. In addition to products and services received directly by the County, the Finance Department is responsible for ensuring requisitions are paid out appropriately.

Grant Application

One of the County's larger revenue pools come from other levels of government in the form of grants. The Finance Department is responsible for: applying for, managing, and reporting on the use of all grant monies.

Budgeting

Each year the Finance Department, in cooperation with Council, reviews the expected expenses. From that, Council decides on what the mill rate will be, and if that mill rate is unacceptable, Finance reviews the budget, making changes so as to fit better with an ideal tax rate. This is done carefully so as to provide for a balance between a low mill rate and high services. Part of the budgeting process includes investing for long term, capital equipment replacement so that the money we need for tomorrow is available.

Financial Reporting

As public institutions must be accountable, Municipal Governments have to be extremely transparent in their operations and financial expenditures. The Finance Department is responsible for drafting annual reports, organizing auditors, and liasing with them during the audit process.

Capital Asset Tracking

As a part of the financial reporting process, the Government of Alberta now requires municipalities to report on all large assets, and account for their deprecations, appreciations, added value, and write offs so that a better understanding of the future financial requirements can be achieved.

Reception

Finance staff also serve as the front line to public inquiries, directing calls, answering emails and taking payments. When you call the County of Stettler, your call is usually answered by a Finance team member.
